Share the responsibilities of the times and jointly promote the development of the Asia-Pacific region

Dear President Boruart,
Colleagues:

I am very happy to come to the beautiful “Garden City” Lima again after 8 years to discuss the Asia-Pacific cooperation with you. I would like to thank President Boruart and the Peruvian government for their thoughtful arrangements for this meeting.

Over the past decades, APEC has driven the Asia-Pacific region to achieve great development, prosperity and integration, and helped the region become the most dynamic sector and major growth engine of the global economy. At present, the world’s century-old changes are accelerating, the world economic growth is weak, the world’s openness index is declining, and Asia-Pacific cooperation is also facing challenges such as geopolitics, unilateralism and rising protectionism. Standing at the crossroads of history, Asia-Pacific countries shoulder greater responsibilities. We must unite and cooperate, be brave to take on responsibilities, fully implement the Putrajaya Vision 2040, promote the building of an Asia-Pacific community with a shared future, and strive to create a new era of development in the Asia-Pacific. To this end, I would like to make the following suggestions.

First, we need to build an open and integrated Asia-Pacific cooperation pattern. We must adhere to the general direction of multilateralism and open economy, firmly safeguard the multilateral trading system with the World Trade Organization at its core, fully activate the role of APEC as an “incubator” of global economic and trade rules, strive to promote regional economic integration and connectivity, dismantle the high walls that separate the flow of trade, investment, technology and services, maintain the stability and smoothness of the industrial chain and supply chain, and promote the economic cycle of the Asia-Pacific and the world. The construction of the Asia-Pacific Free Trade Area is a grand vision of regional economic integration, which is related to the long-term development and prosperity of the Asia-Pacific region. Ten years ago, the APEC Beijing Meeting made a historic decision to launch the process of the Asia-Pacific Free Trade Area. Today, we will adopt a new guiding document for the construction of the Asia-Pacific Free Trade Area, which I believe will inject new impetus into promoting the development of an open economy in the Asia-Pacific region.

Openness is a distinctive mark of Chinese modernization. China insists on promoting reform through opening up, actively connects with international high-standard economic and trade rules, and actively expands independent opening up. It will promote orderly opening up in the fields of telecommunications, the Internet, education, culture, and medical care. China insists on high-quality implementation of the Regional Comprehensive Economic Partnership Agreement, actively promotes the process of joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership and the Digital Economy Partnership Agreement, signs the China-Peru Free Trade Agreement Upgrade Protocol, and substantially concludes the China-ASEAN Free Trade Area 3.0 upgrade negotiations. China is willing to explore and negotiate digital and green trade agreements with relevant parties, and continue to expand the global high-standard free trade area network.

Second, we need to foster green and innovative growth momentum in the Asia-Pacific region. We must firmly grasp the opportunities of the new round of scientific and technological revolution and industrial transformation, strengthen exchanges and cooperation in frontier fields such as artificial intelligence, quantum information, and life and health, create an open, fair, just, and non-discriminatory innovation ecosystem, and promote a leap in productivity in the Asia-Pacific region. We must adhere to ecological priority, conservation and intensive development, green and low-carbon development, promote the comprehensive green transformation of economic and social development, and build a clean and beautiful Asia-Pacific region. We must focus on promoting the coordinated transformation and development of digitalization and greening, and create new momentum and new advantages for Asia-Pacific development.

China is developing new productivity in accordance with local conditions and deepening green innovation cooperation with all parties. China will release the “Global Data Cross-Border Flow Cooperation Initiative” and is willing to deepen cooperation with all parties to jointly promote efficient, convenient and secure cross-border data flows. China has proposed initiatives such as the digitization of trade documents, green supply chain capacity building, artificial intelligence exchanges and dialogues, and the digitization of the food industry at the APEC, contributing to the high-quality development of the Asia-Pacific region.

Third, we should firmly establish the inclusive and inclusive development concept of the Asia-Pacific region. We should make good use of the APEC platform, strengthen economic and technical cooperation, increase support for developing economies and vulnerable groups, and jointly expand and share the economic development “cake” so that more economies and more people can share the fruits of development. This year, Peru actively promoted the transformation and cooperation of the informal economy to the formal and global economy, which is highly consistent with China’s development concept of putting people first, promoting social fairness and justice, and enhancing people’s well-being. China welcomes this. China will promote initiatives such as increasing residents’ income and promoting cluster development of small and medium-sized enterprises in APEC to help the inclusive and inclusive development of the Asia-Pacific economy.

China will host APEC in 2026 and looks forward to working with all parties to deepen Asia-Pacific cooperation and benefit the people of the Asia-Pacific.

Dear colleagues!

Reform and opening up is a historical process of common development and progress for China and the world. A few months ago, the Third Plenary Session of the 20th CPC Central Committee made systematic arrangements for further deepening reform and promoting Chinese-style modernization. The plenary session proposed more than 300 important reform measures, and made systematic arrangements in various fields such as building a high-level socialist market economic system, promoting high-quality economic development, expanding high-level opening up to the outside world, improving people’s quality of life, and building a beautiful China. China’s development will provide more new opportunities for the development of the Asia-Pacific region and the world.

The ancient Chinese said, “If you want to establish yourself, help others to establish themselves; if you want to succeed yourself, help others to succeed.” There is also a proverb in Latin America, “Only by benefiting the world can you benefit your own country.” China welcomes all parties to continue to ride on China’s development express, develop together with China’s economy, and work together to achieve the modernization of all countries in the world through peaceful development, mutually beneficial cooperation and common prosperity.
