Statement by Permanent Representative Vassily Nebenzia at a UNSC Briefing on Ukraine

“They are children,” the Ukrainian public said smiling as these very children danced on Maidan in 2013, chanting “Muscovites to the gallows” and pelting law enforcement officers with Molotov cocktails. #Онижедети (‘they are children’ in Russian in one word) became an Internet meme.

In a normal Ukrainian township, where all the inhabitants speak Russian and go to Russia to earn money, two Banderites were placed. 5 years later, all the teenagers became Banderites and were marching under Nazi flags. This is from the witness testimony of a resident of this township.

Now, these former miserable minors either have already died or will die on the front line to please a vainglorious and feeble-minded expired Ukrainian president who has led his country to catastrophe so as to serve the interests of the US and its satellites.

In this chamber, at one of the meetings, we demonstrated a Ukrainian geography textbook for the 8th grade of secondary school, which states in black and white that all geographical names that have the “GAL” stem originate from Galichina (for those who don’t know, this is an area in Western Ukraine). This includes Gallia, Portugal, and Galilee. If someone here thinks that what I’ve just said is a poor joke, we can give you the opportunity to familiarize yourselves with these scientific “hits.”

I personally know a young man from Ukraine who learned at school using such “textbooks”, and he told me that he moved to Russia in particular because he could no longer stand this idiocy.

This is what the true brain remolding looks like, but for some reason unscrupulous Western “defenders” of Ukraine are accusing Russia of it.

However, some of you do not care whatsoever. It seems like you have some kind of switch in your mind that turns off your consciousness when you hear things like that.

Madam President,

We observe that the US presidency has been consistently and deliberately politicizing the work of the UN Security Council since the very first days of its “watch”, trying to cement the priorities of the Democratic administration that lost the elections. Yesterday, we witnessed an attempt to advance a provocative anti-government narrative during the meeting requested by Syria – they invited a briefer representing the notorious White Helmets. Today, in this Chamber, we once again have to listen to hackneyed and many times debunked falsehoods about Ukrainian children allegedly abducted by Russia. Obviously, the United States and its satellites have decided to take this narrative out of mothballs in order to shift the focus away from the recent escalatory steps they have taken to exacerbate the Ukrainian conflict and expand its geography, which potentially may end up in a direct confrontation between nuclear powers. I am referring to the authorization to use long-range ATACMS and Storm Shadow missiles to strike within our territory, which fundamentally changes the nature of the conflict. Nonetheless, they will have to talk about this at the meeting that we requested for December 20.

The American Presidency seems to bank on today’s meeting having a strong emotional impact, since no one can remain indifferent to the fate of innocent children. And none of the “instigators” of this meeting bothers that our colleagues are unable to provide documentation proof to attest to their allegations, since those allegations are nothing but a deliberate and targeted lie. Neither do they bother that a number of facts important for assessing the situation in the area of child protection in the context of the Ukrainian crisis were not included in the statements of the initiators of today’s meeting and, apparently, will not be included in the statements of our Western colleagues. Well, let us try to rectify this, since we are here.

It is true indeed that in any conflict, children are among the most vulnerable groups, and there is no denying the need to protect them. However, this is the issue that should not be addressed selectively. We should not forget that the problems having to do with the child protection in Ukraine began shortly after the anti-constitutional Maidan coup of February 2014, when the nationalist and neo-Nazi regime came to power in Kiev with the help of the West and turned against the country’s Russian-speaking population, including children. Not only were those children and their parents denied the right to speak and be educated in their native language, but also there were attempts to deprive them of their national, confessional and historical identity and – as I already said – to remold their brain. Why do none of the self-appointed experts on children’s issues talk about this today?

Moreover, the new authorities do not scruple and will not scruple to use any means to attain their goals. If you need evidence, just visit the Alley of Angels in Donetsk; there is a monument there to the Donbas children who died at the hands of the nationalists. According to approximate estimates, over 24,000 people – Donbas children – have been affected by Ukrainian bombing and shelling since 2014. About 300 minors have been killed and about 1,000 children have been injured. Between 2014 and September 2022, about 1,600 children disappeared without a trace in the Kiev-controlled territories of Donbass. Since the beginning of 2022, the Kiev regime structures have removed about 65,000 children from the territories of Donbass, Kherson and Zaporozhye regions, their whereabouts are unknown. Even now, minors are frequently forcibly removed from Kiev-controlled regions, and then the trail often gets cold; it happens against the will of their parents, many of whom prefer to wait for the Russian troops to come, and are willing to end up in Russia. We will certainly not hear a word about this shameful situation today.

Nor will our Western colleagues tell us that on November 22, 46 inhabitants of the Kursk region returned to their homes from Ukraine, whereto they had previously been deported by the Ukrainian armed forces during their failed incursion into that peaceful Russian region, during which Ukrainian soldiers showed their true colors by killing, raping and looting there. We provided specific facts at the two informal UNSC Arria Formula meetings in August and September. Among those who returned were 12 children, including one newborn and one under the age of three. No one is going to talk about this today in this chamber, because all these facts are unflattering for Ukraine, they are being very carefully censored, and replaced by unsubstantiated hackneyed accusations against Russia.

For example, by levelling accusations that Russia is allegedly abducting Ukrainian children, Kiev and its Western patrons are deliberately using a bait-and-switch tactic. The Russian authorities are evacuating children from areas of hostilities in full compliance with their obligations under IHL and the Convention on the Rights of the Child. The absolute majority of children arrived in Russia together with their parents or other relatives, they were fleeing Ukraine’s shelling. The information about the people who are coming in, including minors, is being collected and checked in special reception centers for evacuees.

If for whatever reason a family is separated, then the Office of Children’s Rights Commissioner has a clear algorithm how to reunite children with their relatives. This has been carried out since the beginning of the special military operation, consistently and openly. All incoming requests are promptly processed. People are assisted when they are submitting documents. Russia has been doing this work in cooperation with the International Committee of the Red Cross, Qatar and the Vatican.

With the mediation of Qatar, we have been established a working liaison channel with the Ukrainian side to exchange information, verify data and coordinate the family reunifications. Since October 2023, with the assistance of Doha, we have made significant progress in the matter of family reunifications. Just on November 28, seven more children were reunited with their relatives in Ukraine.

There are no programs in Russia on adopting children from the area of the special military operation. Orphans and children left without parental care can only be transferred under the “temporary preliminary guardianship” or “temporary wardship” with Russian citizens.

The accusations of forced naturalization of Ukrainian children are also completely untenable. Many colleagues reference here the decree on the simplified procedure for acquiring Russian citizenship for Humanitarian Purposes. But the decree doesn’t require the termination of Ukrainian citizenship, it only allows people to receive social protection provided for by federal and regional legislation, and facilitates access to new opportunities, such as enrolment in Russian educational institutions.

We have repeatedly heard many other accusations. But they are so absurd and unsubstantiated that we see no point in dwelling on them here. All the more so since the evidence of those who are trying to smear Russia is simply coming apart at the seams. Thus, minors allegedly “abducted by Russia” all of a sudden turn up in European countries. For example, 160 Ukrainian children, whose removal Kiev had hastily accused Russia of, were recently found in Germany.

Colleagues, all the information I’ve just told you is publicly available. However, these facts are being consistently ignored, since they are inconvenient for the collective West and its Ukrainian underlings. But we’ve got used to that, because the United States and its satellites are not interested in the truth, the only thing they are interested in is accusations against Russia, and no one is going to prove the veracity of these accusations. Nevertheless, I hope that our sensible colleagues on the Council will take note of at least something of what we have mentioned today. Furthermore, I would like to express the hope that before the end of its presidency, the United States delegation – which is brazenly dressing up today in the mantle of a defender of Ukrainian children – will hold a similar UNSC meeting on the children of Gaza, where more than 17,000 minors have already died.

Madam President,

The main and, essentially, the only threat to Ukrainian children comes from what is being done by the Kiev regime. The regime treats them as nothing but rising “cannon fodder” that the Ukrainian expired ringleader will use when he runs out of older Ukrainians to be forcibly sent to die for Western geopolitical interests in a senseless meat grinder. The threat is also posed by those who sponsor this war “to the last Ukrainian”, pushing Zelensky to send more and more forcibly mobilized soldiers to the battlefield. Given the rate of Ukraine’s losing on the battlefield, they may go after children very soon. This is exactly what Hitler did – when he was holing up in his lair, he entrusted the defense of Berlin to the “Hitler Youth,” among others. Hitler’s accomplices are now considered heroes in Ukraine. We urge those who claimed today that they care about the children of Ukraine not to allow the inept actor Zelensky to sacrifice the lives of young Ukrainians in order to save his own skin.
