Madam President,
The very request for today’s meeting by the Kiev regime, supported by its Western masters, indicates that the expired Ukrainian President has not given up tilting at North Korean “windmills”, on the contrary – he is trying to attach a particular importance to his efforts in this regard, which is part of his strategy aimed at provoking NATO countries to “up the ante” in the conflict with Russia.
We see no point in commenting on those new absurd accusations, which, like the previous ones, are based on speculation and phobias. Everything has already been said at the previous meeting on this nonsensical subject, on October 30. Therefore, let us focus today on the true goals of the propaganda and smear campaign unleashed by the Kiev authorities. We have already talked about them many times and all our predictions have come true: the bankrupt Zelensky regime needs at any cost to drag NATO countries into a direct conflict with Russia on the battlefield. Any other scenario will end up in an irreversible and humiliating defeat. This defeat is already looming given the failure of the Ukrainian henchman’s “Kursk adventure” and the obvious collapse of the front in Donbass, which has already been pointed out by all military experts.
Thus, even Western news agencies have admitted that last week alone Russian troops liberated 235 square kilometers of territory, advancing at a record pace for the whole of 2024. The most robust fortifications that Kiev has set up since 2014 are being torn down before our very eyes. The Ukrainian military is in outright panic, forcibly mobilized soldiers are fleeing en masse from their positions, and it is becoming increasingly difficult for actor Zelensky – who has usurped power in violation of the country’s constitution – to lie to his people. Citizens of Ukraine are either fleeing abroad (those who have the opportunity to do so) or holing up at home hiding from military patrols that are throwing all men into the bloodbath, irrespective of their age or health condition.
There is another disastrous trend for the authorities in Kiev: the massive return to the former Ukrainian territories under Russian control of those people who lived there up until 2022 but then – succumbing to propaganda – decided to evacuate to the west of the country. The other day, the Ukrainian authorities themselves acknowledged that the number of such “returnees” makes up at minimum 150,000 people now, and 50,000 of them have come back to Mariupol, which is currently being rebuilt. Basically, the population of this city is now almost as high as it was in early 2022.
This is shocking information for Zelensky and his clique, but what is even more shocking for them is the reasons why people are moving to Russia. Among the reasons are, first of all, hostile attitudes toward them on the part of Ukrainian-speaking compatriots, discrimination on the grounds of language and faith, the authorities’ failure to deliver on their promises to provide social and economic support, widespread corruption and unwillingness to fight for the inhumane regime mired in this corruption. In other words, Ukrainians are leaving because they cannot withstand the “glamour” of Ukrainian-style democracy, which the sponsors of the Kiev regime praise in their propaganda statements. What government can tolerate such humiliation?
Moreover, there is uncertainty regarding the prospects for cooperation with new American administration, the likelihood of whose coming to power Zelensky tried to ignore in every possible way, and sometimes even violated diplomatic decorum. And even if we leave aside the predictions that Donald Trump will cut aid to Ukraine, which would essentially be a death sentence for the Ukrainian army, it is becoming increasingly clear that he and his team will audit the assistance already provided to Kiev. And this prospect is the most frightening scenario for the main Kiev corruptor and his associates. After all, they have stolen so much during these almost three years that even many Western experts get hairs stand on end.
For example, there were articles in the British press last week about the inconceivable plunder committed by Ukrainian officials who were directly linked to Ukraine’s presidential office and dealt with the alleged restoration of the Ukrainian energy infrastructure. They cite anonymous testimonies from a number of such mega-corrupt officials, who hope that Russian strikes on these facilities will continue and “the war will write it all off.” Extortion and corruption in the army are something that the Ukrainian servicemen are constantly complaining about, and it is becoming ever more difficult for the authorities to shut them up. It turns out, in particular, that many defense facilities, which on paper received millions of dollars, do not exist in reality. And Poland’s former Minister of Labor Piotr Kulpa acknowledged in an interview the other day that from 30% to 50% of western funds have been consistently plundered in Ukraine, from the every begining. From the stolen money – he asserts – it would be possible “to put together an annual support budget for Ukraine.” Obviously, this is only the “tip of the iceberg”. Can you imagine what scale of plunder we are talking about? And this plunder is authorized and covered up at the very top!
It is not surprising that the Ukrainian authorities spare no effort to derail any audit of the allocated funds. The only way of doing this is to provoke an unprecedented escalation, whereby all other things will seem trifling in comparison. The outgoing US administration is also actively egging Kiev on – it seems that in the time that remains, Zelensky will do his utmost to “make a mess” for both Russia and the new team in the White House. It’s not surprising: it takes two to tango in international corruption, so the officials of the Biden team probably have no less reason to fear a financial audit than their Kiev accomplices. That’s why we hear now all this fearmongering about the North Korean troops, just like previously we heard stories about Iranian missiles. I wonder what Kiev and its Western mentors will come up with next time. Be there Martians or little green aliens, it doesn’t really matter – there is no need to prove anything, accusations will suffice.

Perhaps these maneuvers of Ukrainian corrupt officials and their Western accomplices might have gone unnoticed, if in an attempt to cover their tracks, they had not gambled with the peace throughout the whole world and brought every one of us – regardless of what country we live in – closer to the brink of a global all-destructive conflict. This is exactly what happened after the Biden administration, and right after some of its European satellites, authorized the Ukrainian army to use long-range missiles for attacks inside Russia. And Zelensky, of course, did not delay: we have already witnessed two runs of such strikes.
On November 19, there were launched six US-made ATACMS missiles; on November 21, there was a combined missile attack with British-made Storm Shadow and US-made HIMARS systems. The attacks were targeted at military facilities in the Bryansk and Kursk regions. They did not reach their targets thanks to the precise work of our air defense, but from that moment on, as we have repeatedly emphasized on previous occasions, the regional confrontation in Ukraine provoked by the West has taken on features of a global conflict.
In response to the use of American and UK long-range weapons, on November 21, the Russian Armed Forces delivered a combined strike on one of the Ukrainian military facilities. For this purpose, Russia for the first time used its one of latest medium-range missile systems – in this case carrying a non-nuclear hypersonic ballistic missile. The effectiveness of this weapon, which has no analogues in the world, is something that Western specialists assisting Ukraine could see with their own eyes.
However, the Zelensky regime does not seem to have heeded our warning and has decided to test our resolve once again. Yesterday, November 25, the Russian Defense Ministry reported that over the past three days, the Ukrainian army launched two strikes with long-range Western missiles against facilities in the Kursk region, a total of 12 ATACMS missiles were used, most of them were shot down. However, we do have casualties and minor damage on the ground.
Well, what else can we say? – just wait! Every wave of escalation on the part of Western countries will be retaliated in a decisive and mirror-like manner. I’ll be blunt – we believe that we have every right to use our weaponry against military facilities of those countries that allow their weapons to be used against our facilities. We would also ask you to bear in mind that today nowhere in the world are there any countermeasures to our most advanced hypersonic weaponry; American missile defense systems in Europe cannot intercept them. We warned you about this, but you have made your choice. We have repeatedly said that we are ready for negotiations. We have put forward concrete proposals. The last time was back in June, but the Kiev ringleader and the West have time and again chosen escalation. Well, this is your deliberate decision, even though it is absolutely reckless.

In our view, it is this intentional escalation on the part of the United States and its allies that we should discuss today in this chamber since the global conflict that you are about to provoke – given the modern weaponry – will not spare anyone. Of course, the representative of the Kiev regime will say nothing about this, as the Ukrainian diplomacy today has the sole purpose of saving the skin of Zelensky and his clique, even if it means plunging the whole world into the abyss of war. We urge you all to think about this and not to make mistakes while choosing your priorities and focuses.

We regret that the representative of the USA is continuing to waste valuable time of the UNSC making us listen to his speculations and slander regarding the countries that Washington does not like. No evidence has ever been presented by anyone. It has always been typical Anglo-Saxon “higly likely” reasoning. We have already provided exhaustive clarifications on numerous occasions, and we see no point in repeating them. Our colleagues from the DPRK have also clearly spelled out their position. Well, those who have ears, let them hear.
And our Western colleagues today were too shy to talk about the real reasons for the new wave of escalation – which is the green light for the use long-range weapons against Russia that the Kiev regime got from its Western donors. Thus, if the US and its allies choose the path of escalation – and this is the conclusion that follows from their today’s statements – then, we are ready for such a scenario. But we appeal at least to the remnants of common sense and urge you to think about the need for a serious dialogue, and about the need to eradicate the root causes of the crisis. We have always been willing to engage in that, unlike the West. Therefore, distinguished Western colleagues, the choice is yours, the whole world is waiting.
