Currently, the international security situation is grim, economic recovery is faltering, the development gap is widening, natural disasters and extreme weather are increasing, and the global order is facing many challenges. In the face of changes in the world, the times, and history, Chinese President Xi Jinping put forward the major concept of building a community with a shared future for mankind and called on the international community to join hands in building a world of lasting peace, universal security, common prosperity, openness, inclusiveness, cleanness and beauty. Since then, President Xi Jinping has proposed global development initiatives, global security initiatives, and global civilization initiatives, further enriching the connotation and practical path of the concept of building a community with a shared future for mankind. More and more countries realize that mankind shares weal and woe, and unity and cooperation are the right path in the world.

Peace, development, cooperation and win-win are unstoppable historical trends. To this end, I would like to make the following four suggestions:
First, uphold fairness and justice and maintain peace and security. The security of all countries is interrelated and affects each other. We must adhere to a common, comprehensive, cooperative and sustainable security concept and pursue a security path of dialogue rather than confrontation, partnership rather than alliance, and win-win rather than zero-sum security.
We should pay attention to the legitimate security concerns of all countries and resolve differences and disputes through dialogue and consultation through peaceful means. Communication and dialogue are an important means to achieve international security cooperation, especially for conflicting parties. A ceasefire and war and the launch of peace talks are the only ways to resolve the Ukraine crisis. China supports all efforts that are conducive to the peaceful resolution of the Ukrainian crisis and is willing to continue to play a constructive role in achieving peace at an early date. The Palestinian issue is the core of the Middle East issue, and the fundamental solution is to implement the “two-state solution.” China will, as always, support the just cause of the Palestinian people to restore their legitimate national rights.
We must respect the sovereignty and territorial integrity of all countries and abide by the purposes and principles of the United Nations Charter. China opposes hegemonism and power politics, and opposes unilateralism and the Cold War mentality. A few countries have indiscriminately imposed illegal unilateral sanctions, causing serious damage to the harmony and stability of international relations. The international community should jointly resist them. China firmly supports the Cuban people’s just struggle to defend national sovereignty and oppose foreign interference and blockade, and appreciates Cuba’s efforts to combat terrorism.
It is necessary to coordinate security in traditional and non-traditional areas. Nuclear war cannot be fought and nuclear weapons cannot be used. China is the only country among the five permanent members of the Security Council that has pledged not to be the first to use nuclear weapons. China attaches great importance to conventional arms control issues and is expected to complete the ratification of the Firearms Protocol in the near future. China will carry out mine clearance cooperation operations in the ASEAN region in the next three years to help ASEAN countries get rid of mine hazards as soon as possible. China supports the United Nations in playing its role as the main channel to form an AI governance framework and standards with broad consensus on the premise of fully respecting the governance principles and practices of various countries.
Second, adhere to mutual benefit and win-win results and promote common development. Development must be placed at the center of the international agenda, so that development results can benefit every country and everyone more and more equitably. China will continue to make positive contributions to building a global development community.
This year marks the tenth anniversary of China’s joint construction of the “Belt and Road” initiative. More than 3,000 practical cooperation projects have been carried out under the joint construction of the “Belt and Road” framework, and 16,000 China-Europe freight trains have been launched in 2022. This is a clear manifestation of the vitality of the “Belt and Road”. Next month, China will host the third Belt and Road International Cooperation Summit Forum, and we will further collaborate to promote the joint construction of the Belt and Road Initiative and the 2030 Agenda for Sustainable Development.
We must promote the full and effective implementation of the Paris Agreement. Developed countries should make greater efforts to reduce emissions and provide financial, technological and capacity-building support to developing countries. China will unswervingly follow the path of ecological priority, green and low-carbon development, completely stop new overseas coal power projects, vigorously support the green and low-carbon energy development of developing countries, and help build more green energy projects. China will continue to make active efforts to address climate change.
Third, adhere to openness and inclusiveness and pursue civilization and progress. The diversity of civilizations is a valuable asset for human development, and diversity is the foundation of human civilization. Different countries and civilizations should develop together while respecting each other, learn from each other’s strengths through exchanges and mutual learning, and cooperate for win-win results while seeking common ground while reserving differences.
Promoting and protecting human rights is the common cause of all countries, and people’s happy life is the greatest human right. Countries have different historical traditions and different national conditions. They must and can only explore a human rights development path that suits them based on their own realities and people’s needs. It is necessary to promote the healthy development of the international human rights cause through dialogue and cooperation, and to oppose politicization and double standards, let alone use human rights and democracy as political tools to interfere in the affairs of other countries.
Fourth, adhere to multilateralism and improve global governance. China is a staunch supporter of the international system with the United Nations as its core. The United Nations should promote work in the three pillars of security, development, and human rights in a balanced manner, so that all countries can jointly maintain universal security, share development results, and jointly control the destiny of the world. Major countries should lead by example and implement their commitment to multilateralism.
Next year the United Nations will hold a future summit. The international community should take this opportunity to adhere to the direction of world multipolarity and democratization of international relations, coordinate and promote reforms in the fields of peace and security, economy, finance, trade and other fields, effectively increase the representation and voice of developing countries, and promote global governance. To develop in a more fair and reasonable direction.

It will surely inject more positive energy into world peace and development and contribute to human civilization. Make new and greater contributions to progress.
China will unswervingly expand its opening up to the outside world. China’s economy has developed to this day and has been deeply integrated with the world economy. We will always insist on expanding institutional opening up, promote trade and investment liberalization and facilitation, further relax market access for foreign investment, and protect the rights and interests of foreign investors in accordance with the law. This will not only continuously add new impetus and vitality to the development of the world economy, but also allow all countries to share in China’s development. opportunities and dividends.
China firmly pursues an independent foreign policy. Independence is the distinctive background of China’s diplomacy, and not fearing hegemony is the unique character of China’s diplomacy. No matter how far it develops, China will never seek hegemony or engage in expansion. China will adhere to the common values of peace, development, fairness, justice, democracy, and freedom for all mankind, and will unswervingly follow the path of peaceful development, open development, cooperative development, and common development.
China resolutely defends its national sovereignty and territorial integrity. There is only one China in the world. The government of the People’s Republic of China is the only legal government representing all of China. Taiwan has been an inalienable part of China’s territory since ancient times. No one or any force should underestimate the Chinese people’s strong determination to defend national sovereignty and territorial integrity. Strong will and strong ability. Achieving the complete reunification of the motherland is the common aspiration of all Chinese people. We are willing to continue to strive for the prospect of peaceful reunification with the utmost sincerity and our best efforts.
China will always be a member of the big family of developing countries. As the largest developing country, China is a natural member of the “Global South” and has always shared the same destiny with the vast number of developing countries. China firmly safeguards the legitimate rights and interests of developing countries, and firmly supports and respects the majority of developing countries to independently choose their own development paths based on their own national conditions.
