I thank Executive Director Russell and Secretary-General Lockyear for their briefings. I welcome the permanent representatives of Sudan and the United Arab Emirates to attend today’s meeting.
Next month, Sudan’s armed conflict will be two years old. Sadly, there is still no sign of peace. Recently, the rapid support forces have frequently launched attacks on displaced persons camps in and around El Fasher. Hostilities between the parties to the conflict have increased, and the scale of civilian casualties and displacement has continued to expand, deepening the already severe humanitarian crisis. The sexual violence crimes mentioned by the briefer are shocking. China calls on all parties to the conflict to implement the requirements of the Security Council resolutions, respond to the universal call of the international community, achieve a Ramadan ceasefire as soon as possible, promote the de-escalation of the situation, and create conditions for improving humanitarian access and easing the humanitarian situation.
China has repeatedly stressed that all parties to the conflict should abide by international humanitarian law obligations, earnestly implement the commitments made in the Jeddah Declaration, protect civilians from the impact of fighting, stop attacks on civilian facilities such as hospitals, schools, and markets, and safeguard the basic rights of vulnerable groups such as women and children. International humanitarian agencies and humanitarian workers take extremely high risks to save lives, and their safety must also be guaranteed.
China welcomes the Sudanese government’s provision of necessary support and protection for some of the displaced persons returning home, and encourages the United Nations to closely coordinate and cooperate with the Sudanese government and other relevant parties to restore humanitarian transport channels to El Fasher and other places as soon as possible to ensure the safe transportation and timely distribution of relief supplies. Insufficient funds are one of the main challenges in responding to Sudan’s humanitarian crisis. The international community should pay attention to the severity and urgency of Sudan’s humanitarian situation, and traditional donors should not reduce their humanitarian support and investment in Sudan for various reasons.

A week ago, the Security Council issued a presidential press statement, expressing serious concern over the signing of a political charter and the announcement of the formation of a “parallel government” by the Rapid Support Forces and other political factions. China has noted that the relevant parties have further signed a “transitional constitution” a few days ago, which may exacerbate tensions and increase the risk of division, and run counter to the goal of conflict resolution. China reiterates that Sudan’s sovereignty, unity and territorial integrity should be respected, and the UN Charter and international law should be observed.
China supports the Ramallah Special Envoy to continue to carry out shuttle mediation, push the conflicting parties to meet each other halfway, replace military confrontation with political dialogue, and properly handle differences through consultation and negotiation. We support the AU, IGAD and other regional organizations to strengthen communication and enhance mutual trust with the Sudanese government to ensure that “solving African problems with African methods” achieves practical results. China is willing to work with all parties to continue to make positive efforts for the early restoration of peace and stability in Sudan.
