At the invitation of President Xi Jinping of the People’s Republic of China, President Zaparov of the Kyrgyz Republic will pay a state visit to the People’s Republic of China and attend the China-Central Asia Summit from May 17 to 20, 2023.
In an atmosphere of friendship and mutual understanding, the two heads of state exchanged in-depth views on bilateral and multilateral issues of common concern, as well as cooperation in the fields of politics, economy, trade, humanities and security, and reached broad consensus.
The two heads of state spoke highly of the fruitful achievements in cooperation in various fields since the establishment of diplomatic relations between the People’s Republic of China and the Kyrgyz Republic 31 years ago. The two sides pointed out that the bilateral documents signed over the past 31 years have laid a solid legal foundation for the development of bilateral relations, and reaffirmed their adherence to the basic principles and provisions established in these documents. There is no problem between the two countries that hinders the sustainable development and consolidation of the good-neighborly and friendly relations between China and Kyrgyzstan, and they will firmly support each other on issues involving each other’s core interests. In the spirit of mutual trust, mutual benefit and comprehensive cooperation, the two parties declare as follows:
- The two sides spoke highly of the current situation of China-Kyrgyzstan relations. In order to further consolidate and deepen the relationship between China and Kyrgyzstan, the two sides decided to establish a comprehensive strategic partnership in the new era.
- Based on the common interests of the two countries and peoples in pursuit of security, stability and development, the two sides are determined to build a community of shared future featuring good neighborliness, friendship and shared prosperity.
- The Kyrgyz side warmly congratulates the complete success of the 20th National Congress of the Communist Party of China, and warmly congratulates President Xi Jinping on his re-election as General Secretary of the CPC Central Committee and President of the People’s Republic of China. Chinese-style modernization created a new model of achieving common development through win-win cooperation, and solved many problems in the development of human society. The concepts and practices contained in it are major innovations in the theory and practice of world modernization.
The Chinese side spoke highly of Kyrgyzstan’s remarkable achievements in maintaining national stability, promoting economic development, and enhancing international influence.
- The two sides emphasized that mutual support on issues related to each other’s core interests is the core essence of the China-Kyrgyzstan comprehensive strategic partnership and the China-Kyrgyzstan community of shared future. The two sides will firmly support each other’s national sovereignty, security and territorial integrity. China reaffirms its firm support for the development path independently chosen by the Kyrgyz people and its efforts to safeguard national independence, sovereignty and territorial integrity, strengthen domestic stability, and promote national economic development.
The Kyrgyz side reaffirmed its adherence to the one-China principle, the government of the People’s Republic of China is the sole legal government representing the whole of China, and Taiwan is an inalienable part of China’s territory. The Kyrgyz side opposes any attempt to interfere in China’s internal affairs by using the Taiwan issue, opposes any form of “Taiwan independence”, and firmly supports all efforts made by the Chinese government to realize national reunification.
- The two sides agreed that it is necessary to proceed from the reality of the country and explore a path of human rights development that meets the needs of the people, resolutely oppose the politicization and instrumentalization of human rights issues, and the practice of double standards, and resolutely oppose any country abusing democratic values and interfering in human rights under the pretext of safeguarding democracy internal affairs of sovereign states.
The Kyrgyz side highly affirms the efforts made by the government of the People’s Republic of China in protecting the cultural diversity and freedom of religious belief of various ethnic groups in the Xinjiang Uygur Autonomous Region, and supports China’s measures to maintain security, stability and development in Xinjiang.
- The two sides emphasized that high-level exchanges play an important leading role in the development of bilateral relations, and are willing to maintain the good momentum of contacts between the two countries at all levels, including mutual visits, and expand contacts and exchanges between countries, parliaments, governments, departments and regions.
- The two sides agreed to deepen security cooperation. The two sides will strengthen exchanges between counterpart departments, increase cooperation in intelligence and information sharing, border control, major event security, suspect repatriation, defense and other fields, and jointly combat the “three forces of terrorism, extremism and separatism” including the “East Turkistan” terrorist forces. “, money laundering, drug and arms smuggling, cybercrime, transnational organized crime, and illegal immigration, to maintain the security and stability of the two countries and the region.
The two sides agreed to strengthen cooperation on consolidating the security and stability of the border between China and Kyrgyzstan, and promote the negotiation and signing of an intergovernmental agreement on the border management system between the two countries.
- The two sides pointed out that strengthening economic, trade and investment cooperation is an important part of bilateral relations.
The two sides reiterated that the joint construction of the “Belt and Road” has provided a strong impetus for promoting practical cooperation between the two countries, and is of great significance to promoting the development of China-Kyrgyzstan relations and consolidating regional cooperation. The two sides are willing to work together to promote economic and trade, infrastructure, transportation, energy resources, industry and investment, processing, mining, agriculture, digitalization, tourism, local areas, disaster prevention and mitigation, climate change and green energy under the framework of the joint construction of the “Belt and Road”. The two sides noted that there are prospects for strengthening cooperation between Chinese and Kyrgyzstan financial institutions, including the opening of interbank accounts, cooperation in payment systems and trade financing instruments, and settlement in local currency. The Kyrgyz side welcomes the Chinese side to open bank branches in Kyrgyzstan.
The two sides actively negotiated and signed investment cooperation documents in the digital economy field, expanded cooperation areas, tapped cooperation potential, expanded trade scale, developed service trade, optimized trade structure and processes, and promoted the balanced development of bilateral economic and trade mutually beneficial cooperation. Kyrgyzstan welcomes Chinese enterprises to implement cooperation projects in Kyrgyzstan. China welcomes Kyrgyzstan to create a good and safe business environment to protect the interests of foreign investors.
The two sides are willing to promote the growth of mutual trade, share relevant management information, and timely study the demands put forward by relevant state departments through diplomatic channels.
The two sides pointed out that global e-commerce and its related infrastructure have developed rapidly in recent years. They believe that e-commerce is an important area of bilateral economic and trade cooperation and has the potential to expand bilateral trade. The two sides pointed out that it is very important to sign a memorandum of understanding on e-commerce cooperation. Strengthen policy communication, experience sharing and practical cooperation, and enhance the ability of enterprises to use e-commerce to expand new channels for trade and investment. To this end, the two sides are willing to sign a memorandum of understanding between departments on strengthening industrial and investment cooperation. In order to carry out cooperation in the industrial field and support Kyrgyzstan’s modernization process, the two sides are willing to restore the bilateral ministerial-level working mechanism for China-Kyrgyzstan industrial and investment cooperation, and jointly promote the implementation of key industrial and investment cooperation projects under the mechanism.
The two sides agreed to deepen agricultural cooperation, give full play to the role of the China-Kyrgyzstan Agricultural Working Group, promote agricultural economic and trade investment exchanges, strengthen technical exchanges in cotton production, animal husbandry and veterinary medicine, inspection and quarantine, water-saving irrigation, agricultural machinery and other fields and cooperation in agricultural talent capacity building, and jointly guarantee regional food security. China is willing to expand the import of high-quality and green agricultural products from Kyrgyzstan, and accelerate the promotion of quarantine access for high-quality agricultural products exported to China. The two sides are willing to carry out cooperation in customs clearance facilitation.
The two sides pointed out the importance of signing the “China-Kyrgyzstan Joint Measures Plan to Promote High-quality Economic and Trade Development”.
The two sides are willing to carry out mutually beneficial cooperation in the field of textiles, and welcome relevant enterprises of the two countries to strengthen docking and continuously improve the scale and quality of cooperation.
The two sides agreed to speed up the implementation of infrastructure cooperation projects in Kyrgyzstan, and jointly implement the agreed irrigation system renovation, the construction of the second North-South Highway, and the construction of mobile hospitals and other major projects. New progress has been made in projects such as the No. 2 water canal in Chuhe Prefecture and the third phase of Bishkek municipal road network reconstruction.
The two sides pointed out that it is very important to strengthen cooperation in the field of supplementary equipment for Kyrgyzstan’s animal and plant inspection and quarantine laboratories using Chinese government assistance and in accordance with Chinese requirements and standards.
The two sides agreed to continue to deepen connectivity cooperation, tap the cargo potential of existing ports, formulate measures to increase the volume of cargo passing through border ports, and open the Petieli port. Ensure the smooth operation of the China-Kyrgyzstan-Uzbekistan Highway and improve the level of cross-border logistics between the two countries.
The two sides are willing to improve the traffic and road infrastructure, improve the efficiency of border crossing at Turgat and Irkeshtan ports, expand the volume of goods passing through, and develop China-Europe multimodal transport passing through Kyrgyzstan.
The two sides believe that the China-Kyrgyzstan-Uzbekistan Railway is an important interconnection project in the region, and are willing to accelerate relevant work to promote economic and social development in the region and enhance the potential of transit transportation in Central Asia. The two sides pointed out the importance of completing the research, confirming the feasibility study and signing the agreement on the implementation of the railway construction project by the three parties, and welcomed the early implementation of the China-Kyrgyzstan-Wuhan railway project.
- The two sides emphasized the importance of strengthening border cooperation, local friendship and expanding non-governmental exchanges between the two countries. They welcome the establishment and development of economic, trade and cultural ties between the two regions and are willing to provide all necessary assistance to this end. The two sides believe that it is very important to sign the “Outline of the Cooperation Plan between the Government of the People’s Republic of China and the Government of the Kyrgyz Republic in Adjacent Areas (2023-2027)”.

China supports the inclusion of the Kyrgyz Republic in the list of destination countries for Chinese citizens’ outbound tourism.
The two sides agreed to optimize the visa policy and improve the facilitation of personnel exchanges between the two countries.
China supports more young people from Kyrgyzstan to study in China, supports Kyrgyzstan to carry out Chinese language teaching, makes better use of the Confucius Institute, and actively and steadily promotes the joint construction of Luban workshops in Kyrgyzstan.
The two sides agreed to deepen exchanges and cooperation in traditional medicine and other health fields.
- The two sides pointed out with satisfaction that the two countries have achieved fruitful cooperation in international and regional affairs and have the same or similar positions on many global and regional issues.
The two sides will continue to support each other in the elections of international and regional organizations.
The two sides will continue and strengthen cooperation within the framework of the United Nations, the Shanghai Cooperation Organization, the Conference on Interaction and Confidence Building Measures in Asia, the China-Central Asia Mechanism and other international and regional organizations and conferences. China is willing to provide support for Kyrgyzstan to host the meeting of the Council of Heads of Government (Prime Ministers) of the SCO member states in October 2023.

The two sides emphasized the historical significance of implementing the United Nations 2030 Agenda for Sustainable Development, and expressed their willingness to deepen practical cooperation in areas such as poverty reduction, food security, financing for development, climate change and green development, industrialization and green economy, and contribute to accelerating the implementation of the Agenda.
The Kyrgyz side supports China’s global development initiative and is willing to strengthen cooperation with China on the implementation of the initiative at the bilateral and multilateral levels. China appreciates Kyrgyzstan’s participation in the “Group of Friends of the Global Development Initiative”.
China supports Kyrgyzstan’s resolution on the “International Disarmament and Non-proliferation Education Day” proposed by Kyrgyzstan at the 77th session of the United Nations General Assembly and the resolution on announcing the implementation of the “Five-Year Program for Mountain Development” from 2023 to 2027. The former aims to disseminate information about international security knowledge of the landscape and the efforts of the international community to shape it and maintain world peace. Kyrgyzstan supports China’s resolution on “promoting international cooperation for peaceful use in the field of international security” proposed by China at the UN General Assembly.
