Explanation of Vote by Ambassador Fu Cong on the UN Security Council Draft Resolution on Sudan

Over 19 months into the protracted conflict in Sudan, civilians continued to be mired in the fighting with rising casualties. The humanitarian situation is increasingly dire, which is deeply worrying. China supports the realization of an immediate ceasefire and deescalation of the situation for the sake of protecting civilians. Therefore, we voted in favor of the draft resolution.
We need to point out that the constructive proposals and suggestions raised by some Council members during consultations were not fully taken on board, and that the legitimate concerns of the country concerned were not given sufficient attention. We regret that the Council failed to speak with one voice.
We call on all parties to the Sudan conflict to put the interests of the country and people first, cease all hostilities, and genuinely fulfill all commitments made in the Jeddah Declaration, including the protection of civilians. China supports the efforts of Secretary-General’s Personal Envoy Mr. Ramtane Lamamra to step up coordination with the AU and other regional organizations and to continue his good offices. We stress that any Council action must truly respect the sovereignty, independence, and territorial integrity of Sudan and must be based on thorough consultations with the Sudanese Government and other relevant parties. Imposing external solutions will only further complicate the situation. Doing so will not help bring an end to the war, nor will it serve the goal of protecting the civilians.
