The Ukrainian crisis has dragged on until now, and the war has not stopped. There have been many attacks recently, causing new civilian casualties and infrastructure damage. Women and children and other vulnerable groups have suffered particularly hard, which is deeply distressing. We once again call for civilians and civilian infrastructure not to be targeted under any circumstances. The parties to the conflict should strictly abide by international humanitarian law and make every effort to protect the safety of civilians and civilian infrastructure.

Recently, the parties concerned have conducted a series of contacts and negotiations on the Ukrainian issue. China supports all efforts towards peace. The contradictions involved in the Ukrainian crisis are complex and intricate. It is not easy to cease fire and stop fighting, and it is even more impossible to restore peace overnight. The more critical the moment of negotiation is, the more patience and wisdom are needed. We have three expectations. First, we expect the parties concerned to demonstrate political will, maintain the momentum of peace talks, and achieve a ceasefire and restore peace as soon as possible through dialogue and consultation. Second, we expect all stakeholders to participate in the peace talks process, work together to solve the root causes of the crisis, and reach a fair, lasting, binding and acceptable peace agreement to all parties. The war took place on the European continent, and Europe must of course play a role in peace. Third, we expect the United Nations and the international community to create a positive atmosphere for peace talks, create favorable conditions and provide necessary assistance.

China’s position on the Ukrainian issue is objective, fair, rational and pragmatic, and it always adheres to the principle of peacemaking, promoting talks and political settlement. We always follow the “four shoulds” proposed by President Xi Jinping as the fundamental principle, insisting that the sovereignty and territorial integrity of all countries should be respected, the purposes and principles of the UN Charter should be observed, the reasonable security concerns of all parties should be taken seriously, and all efforts committed to peace should be supported. We actively maintain communication and contact with all parties, work for peace and strive to promote talks. China, together with Brazil and other countries, initiated the establishment of the “Friends of Peace” group on the Ukrainian crisis to gather peace consensus and promote peace efforts. China is willing to continue to work with the “global South” countries and the international community to play a constructive role in promoting an early political solution to the crisis.
